課程簡介：教學(xué)內(nèi)容：課程以目前典型全球多,、雙邊環(huán)境合作框架下的資金機(jī)制項(xiàng)目,，如全球環(huán)境基金項(xiàng)目,、聯(lián)合國環(huán)境署項(xiàng)目,、環(huán)境署化學(xué)品和廢物小額資助項(xiàng)目,、以及中國歐盟和中國挪威雙邊合作機(jī)制項(xiàng)目等為具體案例，組織教學(xué)內(nèi)容,。介紹相關(guān)資金機(jī)制的設(shè)立目標(biāo),、資助類別和運(yùn)行現(xiàn)狀等基本知識(shí)，講解在各資金機(jī)制下化學(xué)品和廢物領(lǐng)域環(huán)境治理項(xiàng)目的立項(xiàng)籌備,、組織申請,、項(xiàng)目執(zhí)行、總結(jié)結(jié)項(xiàng)和推廣應(yīng)用全過程的基本知識(shí)和技能,，并結(jié)合課程論文和報(bào)告的時(shí)間教學(xué)方式,。課程包含七個(gè)主題講座：（1）全球治理和國際環(huán)境；（2）國際環(huán)境合作項(xiàng)目的設(shè)計(jì)與開發(fā),；（3）國際環(huán)境合作基金,；（4）歐盟環(huán)境可持續(xù)發(fā)展項(xiàng)目的開發(fā)與管理；（5）雙邊環(huán)境項(xiàng)目開發(fā)與管理,；（6）聯(lián)合國和《公約》的小規(guī)模融資項(xiàng)目的開發(fā)與管理,；（7）國際合作項(xiàng)目的執(zhí)行與監(jiān)測評(píng)估。教學(xué)目標(biāo)：增強(qiáng)學(xué)生在國際環(huán)境合作項(xiàng)目設(shè)計(jì),、開發(fā),、執(zhí)行和管理方面的能力，提升學(xué)生參與全球環(huán)境治理工作的勝任力,，培養(yǎng)更多國際環(huán)境治理人才,。
This course is organized with specific cases of current projects of financial mechanisms under the framework of typical global multi- and bilateral environmental cooperation, such as GEF projects, United Nations Environment Program projects, UNEP chemicals and waste convention’s finance projects, and projects of bilateral cooperation mechanisms between China and EU, as well as China and Norway. The course will introduce the basic knowledge of the establishment objectives, funding categories and operation status of the relevant financial mechanisms; then it will explain the basic knowledge and skills of the whole process of project, including preparation, team organization and project application, project implementation, conclusion and promotion, as well as introducing the application of environmental governance projects in the field of chemicals and wastes under each financial mechanism. The course will be organized in a time-based way by combining course papers and reports.
The course contains seven thematic lectures:
(1) Global Governance and the International Environment; (2) Design and Development of International Environmental Cooperation Projects; (3) International Environmental Cooperation Funds; (4) Development and Management of EU Environmental Sustainability Projects; (5) Development and Management of Bilateral Environmental Projects; (6) Development and Management of Small-Scale Financing Projects for the UN and the Convention; (7) Implementation and Evaluation of International Cooperation Projects. The main objectives of this course are to enhance students' abilities in the design, development, implementation and management of international environmental cooperation projects, to improve their competence in participating in global environmental governance, and to cultivate more talents in international environmental governance.
